First Application Intake for Quebec Skilled Worker Program is Reached

The government of Quebec has announced that the quota for the first of two application submission periods for the Quebec Skilled Worker Program (QSWP) has been reached. The next submission period, which will be processed through a new online system, begins on January 18, 2015.

A spokesperson for Ministère de l'Immigration, de la Diversité et de l'Inclusion (MIDI) stated that the maximum number of 3,500 requests for a Quebec Selection Certificate/certificat de selection du Québec (CSQ) through the QSWP paper application period, which opened on November 4, had been reached. Applications sent by post will no longer be accepted and will be returned.

Candidates for the QSWP should note that the program has not closed. Rather, the first intake period has reached its cap. The online application intake period will give candidates who have begun preparing an application an opportunity to submit their application.

Note: Though applications for a CSQ through the QSWP submitted outside the official period for receipt of applications will be returned to applicants in most cases, candidates in one of the following situations may submit an application for a CSQ at any time:

  • The applicant is eligible for and has submitted an application under the Programme de l’expérience québécoise (PEQ, or Quebec Experience Program); or
  • The applicant has enclosed a validated employment offer with the application for a selection certificate submitted under the QSWP; or
  • Citizenship and Immigration Canada (CIC) has informed the applicant that it has agreed to process the application for permanent residence in Canada; or
  • The applicant is a temporary resident in Quebec and eligible to submit an application for a CSQ.
