The leader of the Shui Fong triad, which has been linked to murders and attacks during the 1990s, is set to be deported from Canada. Lai Tong Sang has lived in Canada for 17 years.

The decision to deport Mr. Lai was made by the Immigration and Refugee Board of Canada. It also ruled that Mr. Lai’s family may remain in Canada. The Shui Fong triad functioned in Macau and Hong Kong.

Mr. Lai originally landed in Canada as a Permanent Resident in 1996. Normally, an individual with his background would not have been permitted to land in Canada. However, the immigration officer reviewing his file did not sufficiently check his background.

The lawyer for Mr. Lai has stated that an appeal is possible, but has not yet clarified whether this path will be pursued.
