Canada's immigration system is set for a busy end to 2020.

In what has been an eventful year due to the coronavirus pandemic, there remains several notable events that are expected over the remaining month of 2020 that will significantly impact immigration to Canada.

First, Express Entry draws will continue and Canada will end 2020 having broken its record for the number of invitations to apply (ITA) for permanent residence it issues in a year. Canada has already issued 97,350 ITAs and is set to exceed 100,000 ITAs by the end of this year since it is scheduled to have at least two more Express Entry draws.

The Provincial Nominee Program (PNP) should continue to be active up until the end of 2020. 

Prince Edward IslandB.C.OntarioManitoba, Saskatchewan, and Nova Scotia could also have PNP draws in December based on their PNP activities in recent years.

The Parents and Grandparents Program (PGP) draw is also likely to take place in December. In October, Immigration, Refugees and Citizenship Canada (IRCC) enabled interested sponsors to notify IRCC of their desire to bring their parents and grandparents to Canada. In the next stage, IRCC will hold a lottery and invite up to 10,000 individuals to apply to sponsor their parents and grandparents. 

IRCC minister Marco Mendicino is set to receive a new mandate letter from prime minister Justin Trudeau in December. This letter is important because it will establish IRCC's policy priorities over the coming years. The letter will also shed light on how IRCC will adjust the immigration system in light of COVID-19. For example, it should provide more insights on how Canada plans to welcome over 400,000 new permanent residents per year under the new Immigration Levels Plan 2021-2023.

Finally, Mendicino recently stated Canada is evaluating how to provide more immigration pathways to temporary residents living in the country. He said that an announcement on this should come "soon". Options for IRCC include reforming Express Entry to give more candidates with Canadian experience the opportunity to transition to permanent residence.
