Beginning November 21, anyone whose final destination is Canada will be required to submit their information electronically using the ArriveCAN application.

Information to be provided on ArriveCAN includes planned travel and contact information, quarantine plan and a COVID-19 symptom self-assessment. This information must be submitted prior to travellers boarding their flight.

In a news release, the Public Health Agency of Canada (PHAC), which issued the new directive, indicated that travellers who do not complete their electronic forms could be subject to a $1,000 fine.

At the time of entry into Canada, border services officers will verify that the required information has been submitted online. Travellers should therefore ensure that they have completed this step before boarding their flight so that they have their ArriveCAN app receipt ready when they seek entry into Canada. Exceptions may be made for individuals with disabilities or who do not have adequate infrastructure to fulfill this requirement.

Also beginning November 21, passengers arriving in Canada by air, sea or land will be required to provide information through ArriveCAN during their period of mandatory quarantine or isolation. The information that will need to be submitted includes confirmation of arrival at the quarantine site within 48 hours and a daily self-assessment of COVID-19 symptoms for the duration of the isolation period.

ArriveCAN is a free application that was introduced in April 2020 to help travellers comply with border measures, the government said in a press release last week.

The ArriveCAN application can be downloaded from Google Play for Android or the App Store for iOS. It is also accessible through online registration. PHAC encourages land and air travellers to download the application as soon as possible.

Transiting passengers whose final destination is not Canada are not required to submit their information via ArriveCAN.
