An application intake period for the Quebec Skilled Worker Program (QSWP) began today, June 13, 2016, at 8:30 a.m. (Montreal time). During this intake period, candidates who have already created an account in the Mon projet Québec system, the online immigration application management system used by the government of Quebec for its QSWP, can submit an application for a Quebec Selection Certificate/certificat de séléction du Québec (CSQ). With a CSQ, candidates can apply to the federal government for Canadian permanent resident status.

During this intake period, which may run until June 20 at the latest, Quebec will receive and consider only the first 5,000 applications submitted. After the 5,000 application limit is reached, candidates who have not already created a Mon projet Québec account may do so. These candidates will be able to submit an application during a second intake period, the dates of which are expected to be announced shortly. During this second intake period, Quebec will again receive up to 5,000 applications.

Submitting an application during this intake period requires candidates to enter the virtual waiting room, which allows them to hold their place in line during high traffic periods. The candidate’s position in the line and the number of people in front of them will be displayed on their virtual waiting room screen.

It is important to note that having a place in the virtual waiting room does not guarantee that the candidate will be able to submit an application as only the first 5,000 applications submitted will be considered.

In order to submit an application during the June 13-20 intake period, candidates who already have a Mon project Québec account must:

  1. Access the virtual waiting room by clicking the tab 'Se connecter'. The candidate’s position in the waiting line and the number of people ahead will be displayed on the screen.
  2. Connect to their account when their turn comes. An audible signal will inform them and a message will appear on the screen, at which point they will be automatically redirected to the page allowing them to connect.
  3. Submit their application. During the submission period, candidates will have a maximum of 10 minutes to submit their application.

Candidates are advised to use a personal computer to access Mon project Québec as tablets and mobile phones cannot be used to navigate the online application management system.

Note that candidates who have a job offer validated by the Ministère de l'Immigration, de la Diversité et de l'Inclusion (the Quebec government department overseeing immigration to the province) and those who are temporary residents of Quebec may submit an application for a CSQ at any time.
