The Government of Quebec announced on August 17 that the new Expression of Interest portal, Arrima, will begin accepting profile submissions to the Quebec Skilled Worker Program (QSWP) in September 2018.

Quebec's Immigration Ministry, the Ministère de l'Immigration, de la Diversité et de l'Inclusion (MIDI), aims to facilitate the process of permanent immigration through the Quebec Skilled Worker Program (QSWP) by moving away from the first-come, first-served approach to an Expression of Interest (EOI) system.

In a news release, MIDI said the new Arrima system will help:

  1. reduce processing times of permanent residence applications; and
  2. accelerate the integration of eligible skilled workers in Quebec.

The QSWP's Expression of Interest system will require those interested in the program to complete a profile in order to be entered into Quebec's Expression of Interest Bank. Once in the bank, candidate profiles will be ranked based on the information submitted.

The table below provides a comparison between Quebec's first-come, first-served and Expression of Interest model.
