Hey did you know what are your primary and secondary offices? Like mine are Mississauga and Montreal respectively
 
my wife is PP with dependants and submitted PR application in april 25 and recieved temp. AOR. then in august got letter for additional information which she submitted within one week. since then nothing. Is it really normal she might not get AOR at all?
Yes it is normal. I will suggest you to call Ircc. If you don’t get connection on first attempt try second time. I always get agent on second attempt. They can give you exact information.

Many protected person applicants never receive a second “formal” AOR after the temporary one. If I not mistaken.
So if she received a temp AOR with a file number, that means, her application is already in the system and processing has started.

No its not like that every one receive AOR temporary AOR means your file is in the waiting que no work start while AOR send by ircc when completeness check is done and file officialy start moving towards further stages

I never received AOR. But received pre arrival and eligibility letter. I hope they are working on my application.

1 AOR (Temporary or Full)
IRCC receives application
Completeness check
File number issued
Sometimes only a temporary AOR is sent (and no second AOR)
* This step confirms the file is in the system.

2 Biometrics (If Needed)
If biometrics were already given during refugee claim, they may reuse them
If expired or not given → new biometric request letter
Not everyone gets this again.

3 Eligibility Review
Officer checks:
Protected Person status confirmation
No misrepresentation
Relationship of dependents
Forms & documents completeness
For protected persons, eligibility is usually straightforward.

4 Background Checks (This Is the Long Stage)
This includes:
Criminality check
Security screening
Information sharing

This is the stage that takes the longest.
It can take many months with no updates.
Usually do NOT receive Pre-Arrival letter early
Many never receive a pre-arrival letter at all

5 Medical Examination (If Not Done or Expired)
Sometimes medical happens earlier, sometimes during background.
Protected persons are exempt from excessive demand rules.

6 Final Decision
When all stages are passed:
Status changes to Approved
Portal email (P1) is sent if inside Canada

7 P1 (Portal Email 1)
IRCC asks:
Are you in Canada?
Confirm email & dependents in Canada

You reply.

8 P2 (Portal Email 2)
You receive login access to:
Upload photo
Confirm address

9 eCOPR (Electronic Confirmation of PR)
You officially become Permanent Resident on this date.

10 PR Card
Card mailed to your address
Usually arrives in a few weeks to a couple of months

I got pre arrival on Jan 14 and still don’t receive Eligibility letter. Is this normal?
Yes, this is completely normal, many applicants wait a few weeks or 1–3 months or longer or some people even receive COPR without ever getting a separate “eligibility passed” message in their GCKey account.

Latest update: final decision - february 12, 2026:your application is in progress. we will send you a message once the final decision has been made.
 
We are actually on the same timeline. Applied July 2024, biometric October 2024. Additional information was requested for my spouse but since then I haven’t heard anything yet.
Just an update: I received pre-arrival email today February 17 2026
 
I just got an email saying your "permanent residence application is ready for finalisation," and they ask for your UCI, name, address and height to submit. I just want to confirm, is it what you call a "portal 1"?
