I believe it’s normal. I never received AOR. I was worried but I come to know some people don’t receive AOR. I think you will receive Eligibility letter or next step soon. If they need anything they will email you. Usually I receive email Saturday and Sunday morning.

For Protected Persons, paper applications can take months before being uploaded
Until then, the system cannot find it

If NOT, wrong application category selected

You must choose exactly:
Permanent Residence
Protected persons and convention refugees in Canada

Details must match IRCC records exactly

Even a small mismatch causes failure:
Family name spelling (including hyphens or spaces)
Given name order
Date of birth
Place of birth
Country of birth

If NOT

Identification method:
Try Application Number + Family Name
(NOT UCI this time)

Enter details exactly as on your AOR
Family name: EXACT spelling (try ALL CAPS once)
Given name:
Try once with full given name
Try once leaving it blank
Place of birth:
Use city/town only, not country

Click search

If it fails again → STOP
Go to IRCC Webform

Select:
* Permanent Residence
* Protected persons / Refugees
Message them with your concern, they will guide you accordingly
Thank you

Yes it is normal. I will suggest you to call Ircc. If you don’t get connection on first attempt try second time. I always get agent on second attempt. They can give you exact information.

Many protected person applicants never receive a second “formal” AOR after the temporary one. If I not mistaken.
So if she received a temp AOR with a file number, that means, her application is already in the system and processing has started.

As far one of the group member said.

1 AOR (Temporary or Full)
IRCC receives application
Completeness check
File number issued
Sometimes only a temporary AOR is sent (and no second AOR)
* This step confirms the file is in the system.

2 Biometrics (If Needed)
If biometrics were already given during refugee claim, they may reuse them
If expired or not given → new biometric request letter
Not everyone gets this again.

3 Eligibility Review
Officer checks:
Protected Person status confirmation
No misrepresentation
Relationship of dependents
Forms & documents completeness
For protected persons, eligibility is usually straightforward.

4 Background Checks (This Is the Long Stage)
This includes:
Criminality check
Security screening
Information sharing

This is the stage that takes the longest.
It can take many months with no updates.
Usually do NOT receive Pre-Arrival letter early
Many never receive a pre-arrival letter at all

5 Medical Examination (If Not Done or Expired)
Sometimes medical happens earlier, sometimes during background.
Protected persons are exempt from excessive demand rules.

6 Final Decision
When all stages are passed:
Status changes to Approved
Portal email (P1) is sent if inside Canada

7 P1 (Portal Email 1)
IRCC asks:
Are you in Canada?
Confirm email & dependents in Canada

You reply.

8 P2 (Portal Email 2)
You receive login access to:
Upload photo
Confirm address

9 eCOPR (Electronic Confirmation of PR)
You officially become Permanent Resident on this date.

10 PR Card
Card mailed to your address
Usually arrives in a few weeks to a couple of months
