What you state is simply untrue. CCIP is the organisation that assessed my C1 in the first place. My score was lowered from a C1 to a B1 on MIDI’s REQUEST. What is clear is that MIDI will ask to arbitrarily lower whichever candidate’s grade so as NOT to issue theM their deserved CSQ in order to fabricate an excuse not to.
so what actually happens is this:
if you check carefully on CCIP website (who issues results for all the TEF/ TEF CANADA, TEFAQ), it says "we will spot check the result" which means, if you never ask a "contre-evaluation" to CCIP (even though your result may/ may not has been spot checked, bcuz there is NO TRACE at all saying that your result has been double checked or not), MIDI can always ask CCIP to double-check it again, right? and when MIDI asks CCIP to double check, I'm sure CCIP will pay extra attention to it, so the result is your score will most likely drop a lot.
but there is thing, if you ask a "contre-evaluation" by yourself from CCIP (who will cost you another 50 euros) and you will receive an email stating your new score and it will say "this result is the final result, CCIP will not change it again".
I believe you didn't do this step, so MIDI has an excuse to ask them to double check your score.

however, now it comes to the big mystery, if you submit your TEFAQ+ the "contre-evaluation“ letter to ensure MIDI that this is the FINAL result, can MIDI “triple check” your score?
so far, we think MIDI will give you the CSQ bcuz there is no more excuses, but why did I say it's a big mystery, bcuz as far as i heard, there are only very one or two ppl got in this way, the rest of the applicants who also submitted the "contre-evaluation letter" are still waiting ....

Exactly. You will see words like "Cette décision est ferme et definitive" if you looked at the conditions carefully.

I know MIDI has amended the law regarding PEQ assessment, and they have removed the word "No Interviews" in all promotional materials, but that's to protect their own interests. I don't think they can challenge the CCIP policies. What's the point of triple checking?

personally, I wouldn't be super surprised that if MIDI actually could triple check your score and lower it considering what's going on recently.
But theoretically, MIDI should just give the CSQ to those applicants who double checked by themselves since there is absolutely no reason to refuse them.

They spot-check the tefaq performances because they want to gauge their genuine french ability- as they want immigrants to not only join the labour market, but also to inherit their franco culture. They, however, don't have the authorization to amend the definite policies made by the CCIP. CCIP is the supreme court to judge whether you can actually use French as well as the score reflects. Once you verified that you meet their standards, you should be fine. This is an exterior matter that MIDI by no means has the power to influence.

anyone know what will happen after the "intention de refuser" letter ?

I heard that even though submit all the additional documents, the MIDI will still reject you. is that really the thing ?

I just signed up to contribute my situation:

Received the letter that my CSQ application was received and my payment was processed dated Feb 1st,2018
Results from TEFAQ B2 in oral compréhension and expression from Nov 25th, 2017
Still haven't received anything else regarding my CSQ as of March 29th
I'm from the US and I applied through the PEQ graduate program, but I am also eligible through the skilled worker program.
Update May 15th -- received CSQ in the mail today!

How long does the re-assessment process usually take? Are the requests really processed within 4 weeks as the website says?

Hi everyone, so on June 1st I received the 'intention de refus' letter becasue my TEFaQ score was lowered by 131 points from a C1 to B1. The letter states that because I do not meet the language requirement they intend to reject my application. The letter also states the following:

Compte tenu de cela, si vous souhaitez porter à notre connaissance des informations ou des documents additionnels qui permettraient de compléter l’analys de votre demande, veuillez nous les transmettre accompagnés de la Fiche d’accompagnement ci-jointe avant le 2018-07-30, dans un seul envoi transmis par courrier postal à l’adresse suivante:’

This leads me to believe that I have 60 days to provide further documentation to complete my application, in my case to give proof of the required French level. I am now going to sit the TCF on June 29, which should give me ample time to send in the new certificate (assuming I pass). There is no mention of not being allowed to provide new proof of French in the letter, and if I weren’t, I am assuming they wouldn’t omit such a crucial detail, especially since the content of the letter suggests quite the opposite.

I followed this up with the MIDI helpline and the protecteur du citoyen who both confirmed that in fact I cannot provide MIDI with a new test or certificate for my current PEQ application, notwithstanding the confusingly worded paragraph.

Does anyone know if this is actually true or has anyone sent in a new test after getting this letter and then received the CSQ?

Hi, I was wondering what happened to your case... did you send MIDI a new test or certificate after the 'intension de refus' letter? I really hope everything turns out fine for you...

Hey all. Here’s the thing I don’t understand. Why can one’s score be lowered by that much? From C1 to B1? By more than a hundred points? That sounds insane.

If they no longer trust the test, they should’ve slashed and stop accepting it as a reflection of French ability.

What the f.
