Your landing date alone pretty much means that you meet the residency obligations. It's not a requirement to be employed. You can't have had 720 days in canada yet because only 55 days have passed since you became PR. There are another 1774 days remaining until your 5 years is up, so all you have to do is satisfy the officer that you'll find a way to make the 720 days out of 1774. You don't have to "prove" anything, just tell them your plan if they ask.

In all honesty though, they're not going to ask.

You can come to quebec normally.
But fir example if you want to apply for the driving license you should have certificat de selection quebec or proof of residency in quebec such as phone or electricity bill.
Other than that they only ask for your Corp or pr card in your case

Yeah, but can you get Citizenship after that? Now, that's a good question.

Yes of course.
As you said the charter allows you to circulate freely within canada.
as long as you are in canada for 4 years out of 6 you get the passeport

So what I see from our data base that most of September landers has recived there PR card in addition to the landers from the first week of October

If this will be the case so the process time is less than 85 day not 100 day

Please share with us if any September or December landers has recived there PR card

This is insanity!
I have landed on October 15th. It has been more than a 3 months wait! The processing time keeps increasing. It was 42 days in October, now it is 100 days.
Why it this happening? What is the problem to print a plastic card ? Agents from call center either do not want to say anything, or give a random date.
Is there hidden purpose why they don't want to give these PR cards ?
If everything in Canada is done in this manner, why it is called "a developed country" ?

The holdup started when they changed the design of the card and included RFID chips last November. There was likely a lengthy period where no cards were processed, or the facility was priority processing refugees perhaps. Nobody knows for sure, but this is the reason for the holdup.

The actual card doesn't take too long to manufacture from what I can gather (maybe a couple of days). It's quite a complicated item and is loaded with security features - probably needs to run through a number of machines so it's not just a plastic card.

That said, the communication from CIC is woeful, and their system for those landed and waiting is ridiculous. If the initial landing visa was extended to multiple entry for four months from the date of landing, this wouldn't be a problem. Or if permanent residents were allowed to qualify for an eTA this wouldn't be a problem. The fact that it's (for most people) easy to leave and enter Canada right up to the point of landing, and then thanks to bureaucratic inefficiency it's suddenly a huge problem - that's really quite stupid. We are given the right to enter Canada as PR's, but also temporarily have our ease of moment taken away. Welcome to Canada. We'll get back to you soon, please hold. ;)
