My NOC is 2173. I have not yet submitted the CIPS license? It is still in progress. Is that could be the reason?

Thank you for your reply. Have a few more queries, please advise:
- The 'total funds in latest bank statement' will vary (increase/ marginally decrease basis usage/earnings) between the date of statement >>> date of application submission >>> to the date of acceptance. Will this not be an issue ?
- Also since we need to keep the documents ready given the small window of opportunity for application submission, what should the statement date (signed & stamped by the bank manager) be ? To clarify, if SINP opens on 25th October, can the statement by the banker be signed and stamped dated October 1st ? Clearly it is not possible to rush to the banker for sign and stamp after the application window opens or for that matter every week ?
- Also since I plan to upload the docs in advance and keep the account ready for submission, what date should be on all the forms ? Does all the forms need to mention the date as on which application is being finally submitted ? Or can the date be a few days or a week before the application submission (window opening) date ?
While filling the 'Generic Application Form', in application details question 2 'category under which you are applying' should 'skilled worker' or 'provincial nominee' be selected for SINP ?
Is there anyone here who has used the duration of their PhD studies for the specific NOC in oid and has been nominated? If so, I have few questions to ask. Thanks

1) Can they accept a US Masters degree in Computer science or does it have to be a Bachelors degree. The bachelors degree we have is Electronics & Electrical engineering in B. Tech.
2) How long does the entire process to be ISP certified, if started today.

I have received my copy of the WES evaluation report on 28th Oct by standard mail. How do I know that CIPS have received their copy? I sent multiple emails to CIPS and there is no response.
