Better create a new profile. The reason is when you use the old account that is already returned or ineligible you will have to live with only the 2nd part of the application (which will be the federal forms and POF section). The first part will be hidden and it will always be a problem if you need to confirm if the relevant files have been uploaded.

I need help,

This will be my second attempt at EE, I am preparing my application but there are no options to upload the forms or Spouse and child's passports and birth certificate.

Will I have to wait for EE to open before I can upload them?

I am using my old SINP oasis account

It is online.
As you had applied for SINP you would have nearly all of the documents required for the PR application. You would however need the following if not already having
- policy clearance certificate. Apply for it if not already done
- medical test receipt
- proof of relationship documents in case you had filled in your EE profile that you have a relative in Canada.

Worry is because people with same NOC as mine. Lesser CRS and SINP points have got nomination! Hence dont understand whats the delay about. Upon inquiring they only give reply that application is in process. which we already know!
