Seems unlikely that a PR program designed for International Student graduates will not accept official graduation letter and official transcript as proof of completion of studies. That would mean all international students graduating this spring will be ineligible to apply because they won't receive their actual diploma until their convocation in June.No, you didn't get the graduation certificate, very likely ineligible. you can still have that money back.

That depends on how much people will be willing to pay for such a degree of uncertainty. Consultants already say the portal will specifically ask for the credential parchment to be uploaded.
