I'm not sure it's intentional on their part to further delay the process...I think they just outsmarted themselves. I think they thought they would clear up certain common requests this way (for instance I've seen people say they still needed to pay the final fees after having received the generic email) when in reality it's creating a ton more follow up on applications that don't need anything new and probably creating additional havoc at the call center. And maybe they thought some communication that showed "progress" was better than none, but this sure isn't the way to do it. They really should just go back to the old system.
