"Appearance" relates to the report to parliament on the number of immigrants Canada will land in the calendar year so it isn't cosmetic. The department (every year) endeavours to meet the commitment made before the House and inland applications are the most manageable line of business to ramp up with certain outcomes.

This is a different set of circumstances with the pandemic, however they'll still want to do everything that they can to honour this commitment to parliament, unless you know that the Deputy Minister has decided to ignore Parliament this time around.

Hi there, and here's my thought that contrasts with your opinion.

I believe that you overlook the Parliamentary part of this target, and it may not be met because of the virus - but you don't distinguish between internal Departmental targets for different lines of business and this political target that they proundly trot out in the House of Commons each and every year.

With regard to Policy generally, we could gasbag about what Liberal strategists hold as important with regard to the immigrant vote, community messaging through operational means (like meeting a landing target during a pandemic), and their lust to get a majority with traditional NDP voters. But these things are obvious in my opinion.

No, I don't agree with you because landing targets have been sacrosanct for decades and you can't simply shut off the processing valve like you could with TRVs. The government won't risk a desirable voting block by shrinking admissions and they'll be swinging for the bleachers to get a majority in the next election.

I can't buy into your simple dismissal of its political importance, and we will all have to wait for the new year to see what is introduced to the House for 2021 and how they managed this years commitment to Parliament.

Speculation and guesswork - I guess and speculate and you guess and speculate - meaningless really.

By September we will be waiting for 25 months already. I really really hope we will hear from the IRCC by then. I wish to see at least some change, even change in status to "In process" would be some new sign of hope for us.

My H&C got rejected in a month of july 2020.
The office pick my file and same day he made his decision.
I am SURPRISED he did not even read it because I send all my 10 years documents plus my 4 born canadian children.
I had alot of hope and now I am disappointed.
And the office did not send me any decision too.
What an ASS he is.
These people who have this great position are HEARTLESS.
I would say many of these officers are RACIST.
how one office can decide this family living here for last 10 years with 4 canadian children should not be grant.
Sick and tired of paying these lawyers, living on this earth without any hope.
Now my layer is saying appeal, first we will get written decision then she will ask judicial review and she is asking 8000$
Wow.
I m not a DRUG seller or GUN dealer.

Would suggest you provide a summary of your circumstance. There are many sides to every story. Start with when you first arrived in Canada and what type of visa/permit you had. Include how old these Canadian born children are. Include the reason why you feel you have H&C grounds and what proof you provided. Maybe, just maybe, someone can respond with something constructive.

But if you only meant to vent, disregard everything else I said.

It isn’t going to be possible to process more people based on the fact that many countries don’t have open offices to process things like biometrics, do medicals without covid risk, etc. CIC is making changes but they aren’t going to send their international workers into some hot spots that don’t have the same access to care as Canada. The immigrant voting block still wants to see lower unemployment so their family and friends in Canada are all back to work or find new employment before a huge number of immigrants. Nobody is saying stop immigration but meeting current targets and getting 200k+ landing in Canada before December seems highly unlikely. Many of those immigrating through economic programs don’t want to move now and would prefer to defer “because of covid” but in reality it makes no sense to leave their stable job to move to Canada when a lot of companies have frozen hiring. Deferring because of covid allows them to extend their COPR even if they are in the US where there isn’t a true obstacle to move. I think many see why it may be difficult to come even close to immigration targets. The pandemic has created a lot of obstacles. I do think that when things get more stable around the world immigration levels will get back to normal.

There is no appeal for H&C, only Judicial Review. If there is no error in law made by IRCC, it won’t be successful. Success rate on JR for H&C is about 5%.

So an unfavourable decision based on an H&C application, which is really a last ditch effort to stay in Canada when you never qualified in the first place, is wicked? Think you need to grasp what it is that is being applied for and how limited your chances are in the first place.

Without the whole story nobody can comment. Having children in Canada does not guarantee that you can remain in Canada.

It is easy to criticuze but without knowing your story is very hard to comment on whether you had grounds for H&C. If you have been in Canada for 10 years without PR I assume you have filed for multiple programs already, appealed and been denied. You apllied for H&C as a last option. You still have to have H&C reasons. Having had 4 children in Canada is not enough. They will be able to return as adults if they choose to do so. H&C does not have a very large approval rate. It is often the last option for people who have already been denied through other programs. Calling government employees racist without even explaining your case is a bit uncalled for. There may be issues with your case and that's why you were denied.

Why these officer do not send you a refusal letter with reason. Why do my lawyer has to ask for it.
