I read that that, but what does that "made decision" means exactly? Like when the officer either reject or ask for medical? We started the application 16 months ego and the last update was 6 months ego, no update since then. Actually in the CIC website the last note is for March 2017 .

The decision is when after medicals and everything, they actually grant you the visa.

25 months is an average estimate.
Some applications take longer, some are completed in less time.

I have seen so many people with long processing times at the Singapore office. Seems they take their time. You can try and force the issue by requesting GCMS every month. Every time they retrieve the file they move it a step forward
