Yes i am paper based applicant! Background check was started before medical. Still on my gckey it says in process

My question is why cic taking so long to send me ppr
Its been 3 year after my medical, till now i don’t have any news from them
Even the status of my application does change its remain the same after the medical
Is there any member who can tell what is going in
Is cic is willing to grant me immigration or they they just want to play
Medical is cleared on april 2016

I could feel and sympathize on your frustration. 3 years! Unfortunately i'm thinking there is no one here in the forums which can give you the exact answers on your questions.
I saw one of your post way back 2017 and it seems you already requested GCMS notes before.
Have you requested another one and what does it say?
You must have tried all possible ways to contact CIC/IRCC about the status of your application but have you tried calling CIC also.
I think talking to an agent and asking directly why until now your are still waiting for the decision is the best option.

I saw this thread claiming they were able to call IRCC from outside Canada. Hope this helps.

Just to add, I also read you can raise CSE for such case using this link:

One of the grounds to raise CSE is:

• Your application has exceeded normal processing times. We will not respond to your enquiry if the application is within normal processing times.

Ok thing is that i applied for notes just for a once and haven’t applied again .i tought it’s usless to apply such a notes
Secondly man why they are saying that they gonna take 6 months to finalised the application
