Since you European passport does not have any stamps from Canadian Immigration in it, and since the ETA for Canada is not mandatory until late September (unless you need a visa for that passport normally), act at check-in like you're a visitor to Canada and you should be able to board your plane without issues, but only if the flights are booked under the European passport. Then when entering Canada, do so with your other passport and the COPR you received at your landing. They might give you a harsh talk at the border, but will let you in nonetheless since you are a PR.

If you did book under your Latin Passport, you will need to reroute your flight to the city closest to the border where you need to go and go via private vehicle, then at the border show your Latin Passport and COPR.

Is there anyone who landed end of April and hasn't received PR card? Landed 29th and was told that processing of my card was extended till 15 of July and today they said that it's not ready yet.

By the way. Is it important that the photos on CORP are less than 6 month by the time of PR cards processing?

same here. just phoned CIC call center and told me that put an request for explanation for whatever organization who is taking care of new PR card processing. Either they will send out the PR card or reply an email to me.

1. Where are the PR cards printed ? Ottawa ? or Sydney, Nova Scotia ?
2. Does the Canada Post drop the PR card in your mailbox or they want you to sign it and take it ? Hope there is no mandate for the recipient to be home to receive the PR card.

Got the PR card today in mail

Landed - 18th Feb
Request for resubmission of pics - 18th April
Pics reached - 25th April
PR card sent - 4th July
PR cards received - 15th July

Cards arrived today on July 15.
Landed in BC on May 1.
Card mailed out on June 29 and 30.

Hey Guys,

I just wanted to share this good news here! My wife FINALLY received her PR CARD TODAY in the mail! Finally, this painful wait is over!
She landed here on March 6th
Photos resubmitted to CIC: Apr. 22, 2016
Photos received by CIC: Apr 25, 2016
PR Card received: July 15, 2016

I will still be on this forum occasionally to provide any help (if needed). I want to thank everyone on this forum for being so helpful when it came to advising in a timely manner. I hope everyone who is still waiting will receive their PR cards very soon!

1. Printed in Nova Scotia
2. Just Canada post - regular mail - we did not have to sign for anything.

Please note that I obviously cannot guarantee that the airline will not ask you to apply for an eta on the spot, since it normally only takes a few minutes to do so and as a PR it is not possible. However, since it is still not mandatory you should be fine, with the emphasis on "should". Otherwise you might be able to make an excuse like CIC's website doesn't work on my phone or I have no internet in the USA on my phone or something similar hoping they let you board if they are making it difficult.

To be absolutely certain to get back into Canada, being a PR, I do strongly suggest to take the other option though.
