I would like to add if someone is from a visa exempt country then they can fly back into Canada on the strength of their passport without the need of a PR card. As long as someone can get to POE, CBSA will allow them in(some exceptions).

If you have a visa exempt country's passport you can return to Canada by commercial airliner and present only your COPR at immigration until your receive your PR card. I've done it four times since landing, and if you sort through this forum you will see lots of people with the same experience. PR's have the right to enter Canada as long as they have met their residency obligations.

If you are visa exempt then your point is moot to begin with since visa exempt status allows entry regardless of permanent or temporary residency status.

I agree... but... we have to make sure that we are not misleading at the same time, you can do that based on your "vise exempt country status", and you can do it with or without COPR, (in your case copr or not copr there is no difference). But for people like me, not visa exempt, if we don't have a visa or a PR card, we must ask for visa in order to board an int'l flight headed to Canada, copr by itself is not enough

I landed in Coutts AB on March 15 and still waiting for my PR card. I have moved to a new address recently , What do you suggest should i change me Address with CIC so that my cards are shipped to the new address? My cards should be on the verge of dispatch as i have already completed 63 days and processing time on the website says 80 days..

Please suggest what should i DO?

You should be able to cancel just the Seattle - Vancouver segment of your flight (which if you're flying Delta is likely on Alaska Airlines as a code share). You will get a credit with the airline for that segment that you can use for a future flight. As long as you have a valid ESTA you will be allowed to board the flight that terminates in Seattle and then you can rent a car and drive. You can cancel that segment for a credit probably right up until 24h prior to departure so you might want to wait to see what happens just in case by some miracle you receive your card before then. Hertz has one way rentals that can be picked up in SEA and returned to YVR - I've done it before.

Another option would be to try to replace your Seattle - Vancouver segment with a segment from Seattle to Bellingham which will cut some time off of your drive.

My ticket is on sale for CAD460 to Shanghai return (Delta's system error, but the tickets are confirmed.) I called last week to cancel Seattle-vancouver, the agent told me I have to pay 800 additional if I want to cancel SEA-YVR. ;( So I bought a refundable one way ticket from Shanghai to Seattle with Asiana for 800, if I receive my PR card before that I will call to cancel it by paying USD100 cancellation fee.

Once again: apply to Canada Post to have your mail forwarded.

Oh Sorry, But Someone told me that on the envelope it is written do not forward, so will Canada Post will forward it?

What will be issue if i change my address?

Interesting - no letter I have received from CIC has been marked 'do not forward', but it's possible that PR cards are different. Unless you can ask the people now living at your old address to hold or forward your mail, there's probably no alternative to changing your address with CIC.
