I am a protected person holding a RTD, I had a flight today from Toronto to Budapest , transiting through Munich. I have been denied to flight they asked for PR card and i said i don't have it. I have my notice of decision and work permit but she said there is a new policy came effective 4 days ago, i was refused for flight. Does anyone knows if this is a mistake or what?
That's correct. As a Canadian RTD holder with Turkish nationality, you can't transit (airport transit) through a German airport without a Canadian PR card or an ATV (Airport Transit Visa). Here are the
instructions, and as you can see, Turkey is on this list.
However, you can enter Germany as a
visitor without a PR card.
I would highly recommend that you get direct flights if you're
visiting any of the 7 visa-free European countries for RTD holders to visit. Another thing: don't check in online using your original Turkish nationality for the flight. Go to the counter and check in using XXB.
RTD holders without a PR card don't need a visa to
enter (visit) these 7 European countries;

Entering here means actually going through immigration and leaving the airport. To
enter (visit) any other European country, you'll need to apply and get a visa before departing Canada. Similarly,
transiting through European airports is not the same as entering. Rules for transiting will be influenced by your original nationality.
Example - Nationals of these countries are not allowed to transit without an airport transit visa (ATV) or a PR card in a German airport while holding a Canadian RTD.
Afghanistan, Bangladesh, Cuba, Eritrea, Ethopia, Ghana, Iran, Iraq, Jordan, Lebanon, Mali, Nigeria, Pakistan, Somalia, Sri Lanka, South Sudan, Sudan, Syria, Turkey.
Similarly, nationals of these countries are not allowed to transit without an airport transit visa (ATV) or a PR card in an Italian airport while holding an RTD.
