Urgent: Got Refused for Germany flight

Hello everyone
I am a protected person holding a RTD, I had a flight today from Toronto to Budapest , transiting through Munich. I have been denied to flight they asked for PR card and i said i don't have it. I have my notice of decision and work permit but she said there is a new policy came effective 4 days ago, i was refused for flight. Does anyone knows if this is a mistake or what?

I’m confused, what policy because if you haven’t been granted PR you are entitled legally to travel with only you’re RTD you do not need a PR Card because you are not yet a Permanent Resident. If you are and just got approved and you are Issued a eCoPR then this make sense so can you clarify if you do?

They have no right to deny you entry. Your notice of decision is a VALID document. Thats what I used when I had same issue in Turkey. What airline is this??

Very true. For some reason I thought someone had mention travel through Germany was the issue. Seems more likely that Hungary is the issue because I believe you have always needed a Schengen visa to enter Hungary with an RTD especially before getting a PR card.

Of course they have the right to deny travel before you leave Canada if you don’t have the correct travel documents. In addition, you can still be denied entry into a county even if you meet the requirement for entry into a country (being visa exempt or having a visitor visa). Whenever you attempt to enter a Country you are questioned and you can still be denied entry for a variety of reasons such as not avouch funds, concerns about proof of ties to return to, no good reason for travel, etc

If you are a protected person (not PR yet) many countries will require to you for a visa even for transit. And that is because of your country of origin. as you are not canadian yet.
After you become PR other countries will waive for the visa and other countries still request for it.
Only until you become a citizen you will be waived of many visa request.
Check with the German and Turkey consulates (not embassy, that is for diplomatic issues).

I think they are not worried about his return, could be about a policy of transit. Maybe they are requesting for visa if he has no PR card. Im just guessing.
