And not only that..letter of attestation from the province or territory you plan to study is required.

“We’ll return any application received on or after January 22, 2024, without this letter, unless you’re exempt”

Now most people have to wait until March 31 to apply.

This is confusing:
Who doesn’t need an attestation letter
You do not need an attestation letter when applying for a study permit if you’re:

  • a minor child applying to study in a primary or secondary school (kindergarten to grade 12)
  • a student applying for a Masters, PhD or other post-graduate program
  • a student applying to extend their study permit

So post graduate programs (eg. certificates) don’t need letter.

SOWP - no (according to IRCC release)
In the weeks ahead, open work permits will only be available to spouses of international students in master’s and doctoral programs. The spouses of international students in other levels of study, including undergraduate and college programs, will no longer be eligible.
PGWP - Graduates of master’s and other short graduate-level programs will soon be eligible to apply for a 3-year work permit. IRCC will need to clarify but graduate level programs are at universities. This would not include post graduate certificates/diplomas.

How is this fair for students who have already invested so much in govt colleges they won't even have a pgwp.
