You have to be very low income and usually you are on a waiting list for quite some time because the demand for subsidized spots is much larger than the spots available. Perhaps you are referring to child benefit payments.
I think you're right about that, however I mean subsidised spots for day-care which I know could be around 2000 CAD a month

There are certainly subsidized day care spots - however the waiting lists for these spots in most citiies are quite long (e.g. up to a year). So assume this isn't something you'll be able to take advantage of immediately upon arriving. Youi'll need to get your name on a list once you arrive in Canada (assuming you meet the income requirements) and then wait for a spot to open up.

Would assume you won’t get a spot. These days you really need to be very low income. Most who can not afford the higher fees result to home based daycares which are less expensive but are more of a babysitter and less like a preschool.

Just to conclude everything, as a permanent resident I CAN sponsor a newborn child that’s born or “produced” after the whole process of PR landing is over and done even though It was not declared on the application (since it was not a part of the bodily or physical universe at the time)? At least the application would not be declined based on that this child was not declared when approved for PR! Just so I get the very basics straight.

Yes - you can sponsor your child for PR. There are two requirements you have to meet in order to do so:

1) You must be physically living in Canada at the time the sponsorship application is submitted and must remain living in Canada while the application is processed.
2) You must be in compliance with the PR residency obligation at the time the application is submitted.
