second draw already done

Well, now again they have taken off that Second draw information. CIC call center says that the draw never happened! Can anyone of you please confirm that for me!

I work with someone who received an ITA in the second round, have seen the email myself and also her MyCIC account when she logged in to show me what documents I might need.

I received a ITA on second draw it's real 871 points so it's as real as it comes my friend got one to 820 points

Does any one have an idea when does the ministerial instruction publish on the website, i.e. is it published/website is updated exactly at 11:59:59 or in the even around 5pm or so?
