It seems to be - in this thread, people say that for most of the inland FSWs only eligibility is passed, security and criminality is stacked with in-progress/not started...
There is no inland vs outland in the IRCC system. Only CEC is processed at full capacity including both inland and outland. All other applications are basically on hold (it depends on the visa office but most are stuck at Ottawa without any movement).

People call and order notes and can see the progress so based on the information Ottawa has not touched FSW applications for a few months now. There is even a change.org petition which thousands of people signed.
They'll do anything to meet their annual numbers to make the program as a whole look like a success.. They do claim this is temporary, so we'll see what that means for FSW.

No, I think only for those who degrees for some specific NOC, not all graduates from all NOCs
My CRS is 485, hopefully FSW resume's soon.
