If that's the case then the government is more likely to do CEC-only draws bi-weekly. But, at the end of the day, if Canada wants to hit their 2021 immigration target, they will need to continue with their FSW draws. This is especially true when you consider the recent US elections. Many immigrants, including Canadian citizens, will target the US now.
Actually just those with Canadian education provide more than enough candidates to reach the economic immigration target. There are about 400,000 students entering Canada every year and around 100,000 ITAs issued each year. Even if they give all the ITAs to those with Canadian education, there will still be 300,000 students with canadian education left over from each year.

Even if they give all the ITAs to those with Canadian education, there will still be 300,000 students with canadian education left over from each year.

But most of these ITAs are given to students with canadian work experience which lowers the total number of students that qualify,

That is very true. However keep in mind that every student is given an open work permit valid for upto 3 years when s/he can work for any employer in Canada to gain the Canadian work experience upon successful completion of their Canadian study. So every one of those students have the potential to gain the Canadian work experience few years down the line. Students who came to Canada a few years ago are now completing their Canadian work experience now, and the same will happen every year.

With the Canadian work experience, they simply don't need extra points for Canadian education.

I believe they are counted during census and contribute to the 37M population. If they are OK with their underpopulation situation, trust me there will be no need for EE. Just imagine what happened to their economy without the normal influx of outlanders. They depend more on outlanders. They can not continue to favor inland guys are the detriment of outlanders because it will become an enclosed entity and there will be no change either in their population or economy as no immigrant is coming from the outside
I understand your argument but believe it or not, they will still continue to invite outlanders even if they bumped up the scores for Canadian diploma/degree.

We have seen the likes of @ZAtoCD with 481. All it takes is to be under 30, have a masters degree, max out your IELTS and have your 3years of work experience. This has been doable for many in recent times, not to mention that the level of awareness for Canadian Immigration has improved significantly as well. They sell the country so well that everyone thinks its some sort of heaven on earth (not saying it isn't :D ). Let's be realistic with our expectations. There are more qualified people willing to give this a shot now than there were two years ago.

That's the point bro.. it takes everything just to reach and max out at 481.. and the Canadian degree holders want additional points because they can't get 8777...

Has anyone tried to APPEAL the IELTS exam after EOR unchanged. The fee for appealing is huge and more than a test fees. Please tell me if any one has any idea.

It is not the number that enter every year, rather is the number that have graduated and completed a minimum of 1 year work experience in canada. I bet you, they are not up to 100k
