I was SOOOOO worried, because my darling husband hadn't filed taxes for 2010 or 2011 when we filed in 2012. (I now take care of all of that stuff, because he's administratively retarded and allergic to paperwork.) He told me, "What's the big deal? They owe ME money every year." Uhm, darling, that's not the point. I think I finally got all of his crap together (looooooooong boring story...it was a huge pain, with a home in ON he rented out when he moved to Oklahoma, and it was hard to sell, and etc., and etc.) and filed his taxes in June or so of 2013. Definitely after we got the CSQ from MICC. His 2013 taxes were filed as soon as I got my hot little hands on that T-4.

It was all just fine. :D But I did enough worrying for the both of us (good thing, he was immune to worry) throughout the process.
That sounds EXACTLY like my husband. He will worry about everything under the sun. But so far with everything related to immigration, he's like "What's the big deal??" or "It'll be fiiiine."
Which I'm trying to be optimistic and not worry much about CIC and denial and all that but that's coming after I read so much on this forum and everyone's stories and timelines. He just assumes everything will go smoothly.
He is allergic to paperwork as well along with procrastinating important paperwork til the very last second.

Mine won't worry about ANYTHING. Which is fine, because I balance that out. He's the calm one, haha!

It won't got "smoothly" (according to your expectations and best educated guesses), because it's CIC. However, if you take your time and put together a decent app and have patience, it will GO. Just remind yourself...a lot of people stupider and more suspicious than me have gotten through this successfully. ;)

if you intend to live in Quebec (and you were also born there), then you'll have to go through an additional step solely for Quebecers: that is submitting an undertaking application and a request for the CSQ (certificat de selection du Quebec) + an additional tax.

if you live outside the country then you'll have to submit proofs of your intent to return to Canada.

sorry maybe i worded it wrong. YES you do need to submit proof of intent - put all of the forms & docs (for you and sponsored spouse) & proofs of relationship in one package shipped to Mississauga.

For the 2nd Quebec step, Mississauga will just notify you that you're approved as a sponsor and will invite you to continue with the undertaking application + CSQ demand to MICC - it's just some additional forms, the original package you sent gets transferred to the overseas VO (depending on your spouse's origin). there, depending on your VO, they will ask you (or not) for the original CSQ. seems like most don't ask for it, they just communicate directly with MICC i suppose , but my VO (Bucharest) requested for the original CSQ that got mailed to me.

but on the documents checklist it says that if you reside in quebec go to question 21.

so we should skip option-C, proof of employement, proof of return...
so i'm not sure what to do here

i actually don't know, sorry, maybe you should make a new thread about this so a senior can see your question and answer it better than i did. i'm pretty sure if you reside abroad you need to send proof of return, no matter where in canada you used to reside. i don't think you need to submit option C since you're not in Canada but some pay stubs you'll probably have to send.. i'm really not sure.
