Ha ha never, they are trying to process all the backlogs they have, even from 2011, that's why they even cut from 6500 to 6300 this year, and even though it says rules apply starting April 1st it also says that "intake period" of aplications for QSW is still to be announced later this year, I bet many people will read and misinterpretate the announcement and start sending files on April 1st. People read carefully it clearly says that any application received outside the intake period (which we don't know when will start and end) will be returned. Of course except with PEQ and job offer, caps don't count for them.
