Okay I got it.

For spousal sponsorship it is written 27 months inside canada to get the PR.

But you can remain in Canada if you apply for Open Work Permit with your application , and since then you will remain in implied status.

But I don't know how long would it take to get the OWP, after the 27months ? Or after the first phase of the process, which takes 17 months?

Are you sure you qualify and get enough points without work experience?

As I understood, they will start focusing on their needs (according to the market and AOT) and on people who speaks French.
 
They mentioned the success of Australia's, New Zeland's, and Canada's (Express Entry) programs which are based on economic needs and invitations rather than "first-come first-serve"
 
So I think they will start looking for applicants that will serve the community. Whether by experience or AOT field.

Do not forget that the country is accepting many refugees , around 25k this year I think, which leads that many people already came without experience or a good profile.

So yeah they will start filtering people according to their demands
