Hi did you received any information or your status go updated or not? Did you received AOR?
OP is no longer active, but OP did post in https://www.canadavisa.com/canada-i...ents-months-after-receiving-alp.841318/page-3 which makes me think that OP had already gotten both AOR and AIP _before_ getting this letter.

Last update from OP is https://www.canadavisa.com/canada-i...ents-months-after-receiving-alp.841318/page-4 which says no update yet.

According to https://ircc.canada.ca/english/helpcentre/answer.asp?qnum=035&top=4 it seems that OP did everything right - but that page still warns "Even if you send us the above items, this is not a guarantee of acceptance."

In this case, maybe OP should have sent a letter to IRCC with supporting evidence requesting a delay to provide police certificates (explaining that passport is needed to get the police cert but also that CBSA has passport so can't immediately apply) and then send a letter to CBSA with a copy of IRCC"s request and asking if CBSA can help. Perhaps CBSA would have given the passport back just so OP could do the police check.

It's not clear which country OP is from - but India for example seems to require a passport to apply for a police check (PCC), https://www.blsindia-canada.com/ottawa-jurisdiction/pcc-faqs.php while for the US you can get one without a passport, https://citizenremote.com/blog/background-checks-while-abroad-a-comprehensive-guide/ and if the OP was born and lived in Saudi Arabia before (without being a citizen of there), then a PCC is actually not required as per https://www.canadavisa.com/canada-i...audi-police-clearance-certificate-pcc.605653/ (though it seems IRCC still asks for it sometimes by mistake) and then Pakistan normally and officially requires a passport to apply for a PCC, but folks have claimed to be able to get a PCC without one: https://www.canadavisa.com/canada-i...e-clearance-certificate-from-pakistan.730022/

It's also not clear why OP's passport would be held by CBSA. The only typical case I can think of where this happens is if one enters Canada as a refugee or protected person, but in that case the PCC is not required for the home country as per https://www.canadavisa.com/canada-i...rtificate-pr-application-as-a-refugee.723353/

Finally, it's possible that IRCC accepted OP's explanation but is now trying to directly contact their counterparts in OP's other country to directly get answers to criminality and background check as an alternative to having OP provide the PCC. Since this is probably very slow, it's likely OP wouldn't hear much progress for a good long while - until everything suddenly clears.
