I got portal 1 on aug 1 replied same day but forget to put these height and eye color i think i should also send them email again

seems like that would be the right way. I see august 1 people getting portal 2 email from VO Etobicoke

Don’t worry you will gwt it eventually. I am also waiting since July 17 it is just that some individuals get it early others get it late may be because of being assigned to different agents.

Is it at all possible that the reason for such a big delay for portal 2 emails from VO Montreal is because more than the usual number of officers are on vacation and they’re working with reduced capacity in terms of staffing?

if this is true, this is very irresponsible on their part of not reassigning cases to officers not on vacation or to officers in different VOs who indeed do have capacity.

IRCC wouldn't care less
ETOBICOKE VO - 1 week from portal 1 to ECOPR compare to MONTREAL VO ,4-5 weeks.
