My BOWP was approved recently and I already received the document in the mail. It states that "Application for PR status has received initial approval". I also received P1 on April 19 - waiting for P2

Its normal. It depends on the visa office. Some offices send it quickly and some take a longer time like Montreal takes around one month.

Biometrics/eligibility/ medical/ bgrnd all completed. Tracker still says PR application in progress. WP extension was through my employer filed prior to starting PR application done myself

should I be concerned.

If everything is completed and you got P1, that means your PR application is approved.
I got p2 and tracker is still showing application status in progress.

I have a government work I have been looking for almost one year plus and I finally got it and it’s for PR and citizens. I hope IRCC will send me my Ecopr so I can send it over to them to seal the job offer..

P2 - April 24th (Tried KAI on 22th, then called IRCC on 23th)
ECOPR - May 9th - ETOBICOKE
Waiting PR card now.
