Police Certificate - Vietnam Outside Vietnam

Hello- I am looking for some (somewhat urgent!) help from folks. I was in Vietnam at the end of 2014 / early 2015 (7 1/2 months) and IRCC has flagged that I need to obtain a police certificate. I am not Vietnamese and online information I've seen seems to say that I need to go to Vietnam in-person to obtain the certificate since I need the Judicial Certificate #2 or Criminal Record Certificate #2 (Phieu Ly Lich Tu Phap So 2)?

Has anyone had any experience with this? Can I get this certificate without going to Vietnam? I'm currently working in Canada, and not really able to get over there...

Hi Jenny

I am in the same boat as you. My husband needs to get a Vietnam PCC. Have you had any luck? We tried to contact the Vietnam Embassy but no response. The agents in Vietnam say they cannot help the expats anymore unless they come in person to Vietnam and stay there for 20 days which is next to impossible. Please let me know if you find a way out. These seem to match what IRCC recommends in https://www.canada.ca/en/immigration-refugees-citizenship/services/application/medical-police/police-certificates/how/vietnam.html (abeit with some extra steps like getting consular notarization) and there's another confirmation at https://www.canadavisa.com/canada-immigration-discussion-board/threads/pcc-from-vietnam.506704/#post-8241352

I've seen elsewhere, e.g. https://www.canadavisa.com/canada-immigration-discussion-board/threads/addtion-document-request-vietnam-pcc.825052/ that folks try to contact the embassy and get no response - having no experience with them, I'm wondering how hard is to show up at the embassy in Canada and ask someone in person. The other thing might be that times went beyond two weeks post covid to get this, so even if everything works, it now just takes forever and no one updates you in the meantime?

At least you can send IRCC evidence you are applying for one and get an extension.

I ended up emailing a bunch of people at embassies + consulates and finally was told I needed to ask the Vietnamese National Center of Criminal Records about what the process is for applying for the certificate (ttlltpqg@moj.gov.vn per the IRCC page - https://www.canada.ca/en/immigration-refugees-citizenship/services/application/medical-police/police-certificates/how/vietnam.html; the IRCC page is now a little clearer than when I was applying which didn't distinguish non-Vietnamese nationals living outside Vietnam). A Vietnamese neighbour was able to help me request the certificate via email, but the centre never replied (I had multiple followups). I ended up writing a letter of explanation outlining my efforts to try and get the certificate and I attached evidence of my emails. My application is pending and I don't know if the explanation letter is sufficient or not, so that's nerve-wracking to say the least. I'm in a waiting state now.

I ended up travelling to Vietnam to get my PCC myself with the help of an agent, went back to Canada after and wait for its release. Hopefully by 3rd week of May the document is ready with English translation. I did the pricey option but I still wonder that maybe going personally to Vietnam consulate in Ontario is a better option. I'm currently in Saskatchewan by the way.
