Yes you are right. If a spouse could not get points she/he will be some sort of a "burden" in Canada for that family and that's why "the family" gets less points.

Bro cic agent is not God ...they also can make mistake by giving wrong information...after new process in June the change the name of LMO to LMIA..I hope you remember..

The labour market test that allows employers to bring temporary foreign workers to Canada is being transformed from a Labour Market Opinion (LMO) to a new Labour Market Impact Assessment (LMIA) process that is more comprehensive and rigorous. Employers must provide additional information, including the number of Canadians that applied for their available job, the number of Canadians the employer interviewed, and explain why those Canadians were not hired. Employers must now also attest they are aware of the rule that Canadians cannot be laid-off or have their hours reduced at a worksite that employs temporary foreign workers.

New and better sources of labour market information will be used to determine if there are Canadians who could fill these positions.

LMIAs are conducted and processed by Employment and Social Development Canada (ESDC). ESDC will refuse to process applications when there are concerns that temporary foreign workers may or will have a significant negative effect on the Canadian labour market.
LMO was transformed to LMIA, not replaced by it. Same idea, new rules.

As for the spouse points, the total points excluding job offer and PNP is 600, so the spouse points had to fit in those 600. Otherwise it would be some sort of bonus points.

Edit:

Can anyone tell me how 3 years of Technical Vocational High School should be considered by CIC? It's 3 years of electronics. Would it be considered just secondary or do those 3 years of electronics count as post secondary?

Are you saying that LMO = LMIA i.e even if you have LMO you will get those 600 points?

Everywhere I check they mention LMIA.
Don't get me wrong, I really would like to get those 600 points as I have LMO.

2)With Canadian work experience and foreign work experience - Maximum 50 points
3)With Canadian work experience and a post-secondary degree - Maximum 50 points

I do have 7 months of Canadian exp and my spouse has 11 months of canadian exp.

How can i calucuate in this scenario. I'm Masters as per WES evaluation. My Spouse is BTech in Computers.
Can some one help me to calculate score on above mentioned sections?

For 1) you need to write down your IELTS scores and total foreign work experience.
For 2) and 3) - minimum 1 full year of Canadian experience is required, so you receive 0 pts with both 7 and 11 months.

There is also 4) Education + Language profficiency, and depending on your CLB mark, you can obtain points for education. Master's degree is Level 7, so if your language is above CLB7 or CLB9, you will get 25 or 50pts...

Total - 350 (round figure :p)

I am having my wife also giving IELTS so it can further increase my points at least to 10 out of 20...

Any suggestions guys to find the job? Any recommended website. Pls share.. TIA
