Well, it is compulsory to submit proof of proficiency in English for Unis. It's mandatory because the medium of instruction is English and they need to know you have suitable proficiency in the language for daily tasks. But when it comes to the application, it really depends on where it is you apply from, your nationality, and how you choose to answer the questionnaire. As far as I know, you won't be asked to submit any such thing if you apply from Qatar. Obviously they may ask you later on once the process has started, but that's highly unlikely.
So, no. I did not submit any Proof of English proficiency in the Application. (Although I did score 8.5 overall.) ;D

As for what to include in the letter of explanation, @ smileyuae has done a terrific job by posting the important questions you need to answer in the letter.
But I have copy/pasted the questions from the source.
# Why do you wish to study in Canada in the program for which you have been accepted?
# What is your overall educational goal?
# Why are you not pursuing a similar program in your country of residence/citizenship?
# What research have you done into studies in your country of residence/citizenship?
# How will this program enhance your employment opportunities in your country of residence/citizenship?
# What ties do you have to your country of residence/citizenship?
# If it has been more than 2 years since you have left full-time education, please provide your C.V. (resumé).
# In the case of a minor applicant, what are your reasons for studying in Canada? What is your parents'/guardians' immigration status in their current country of residence?

I got the request after around 12 weeks.
Yeah 3 months is a long period after all...
Now i have bigger challenges to take up on like Job and tickets..

But idk how all this will be possible.

The study permit processing time in Abu Dhabi is 7 weeks. Why they took 12 weeks in your case? Btw congrats for the approval.

Just google CAIPS notes. They are the electronic notes made by the visa officer regarding the application. These notes contain the actual reason of refusal. The refusal letter is a general letter which embassy issues to anyone they refuse. So, order the CAIPS notes online (5 CAD is fee for online order) and you will get these notes as an email attachment in 4 weeks time. See the reasons of refusal in these notes and write a strong letter of explanation to the visa officer and submit this letter along with your study permit application next time.
