Study Permit Delay (Over 7 Months)

It has been one full year, and my application is still under review !!!!

I got accepted into one of Canada's top 5 universities to study PhD in Engineering with a Scholarship provided by the university. What else do they need??

I no longer have a valid acceptance letter.
