No FSW or CEC draws in the next One whole year based on Immigration Levels Plan 2022-2024

At the moment (with FSW stopped for more than a year and CEC for 5 months), there are around 6500 people above 500 points. They can clear them all in two draws if they are to be conducted now.
They could clear 6500 people in 2 draws if they issued ~3200 invitations per round. However, given they cut CEC goals for 2022 and 2023, I very much doubt this would be the case. I think they will be drawing 1000, maybe 2000 people per round. Also, the number of people in the pool and the number of people with a 500+ score continues to grow. This way it will take them about 5 months to deal with everyone above 500 points ONLY. And then there are 3000 people with 490-500 scores, which is also quite a high score, and not everyone has it. The question is, what do people with 470-490 scores are supposed to do.

I can't believe they invited someone with a 75 score last year but this year they don't have enough slots for people 470+

Yes, it is true that it will depend on the number of people that they choose to invite per draw, and also when they start doing draws again.

Me and my wife are full time employees in Ontario with over 1 yr experience, our total score comes out to 452 (our birthdays' are in Feb). I created profile in Nov, 2021. When I created the profile, score was 457. With CIC taking more and more time for CEC, our score will keep on going down. Please advice how we should proceed for PR applications? My Work permit is expiring in Dec, 2022 and my wife's expiring in Apr 2023.

Look at PNP, especially OINP.

I don't understand why everyone is talking about PNP programs if they only really work for a bunch of professions in IT and agriculture (or some c-suite level specialists)
Because PNPs are the only draws happening. And IT is only the designated NOCs for some streams. OINP has like 9 streams/pathways and IT is just one of many. PNPs are looking at trades, healthcare, finance/HR etc. With the changes to the NOC coding, it will change the make-up of CEC/FSW draws too when they resume.

They clear 7300 apps per months, and there were 57525 in backlog by the end of Feb, so it will take 8 months to clear all backlog, hence this November.

This is also aligned with the minister's "CEC will be resumed in near term" remark.

It is very possible that 8 months is the definition of "near term" in IRCC's dictionary.

But that is assuming they want to resume CEC and FSW after the backlog is clear. Keep in mind that they don't need a single new applicant until Spring 2023.

If this is the case, then Spring 2023 it is.

Another variable is Ukraine refugees. They accepted 40K Afgan refugees, guess how many Ukraine refugees they will accept? They are Europeans.

It may consume all EE quotas in the next two years and EE may not resume until 2024.

It's not how it works. They need to start inviting months before the backlog is completely gone to have things to work on.

Probably, but some things don't make sense. Even if they resume the draws next year, they will still meet the quota because they expect to meet the service standard of six months. Plus I dont think this minister shows any preference for CEC over FSW. He's also meeting the requirements in his mandate letter (which are instructions to him to be completed over his term at IRCC).

This analysis doesn’t for a bit conform with the Minister’s interview he had with ApplyBoard. He stated that there’s an announcement coming up in Spring of 2022 for CEC and FSW draws.
