Your analysis is wrong. The target quota for the federal high skill (FHS) workers stream is 55,900, this stream consists of FSW, CEC, FST.
Currently, there are roughly 81,000 CEC and FSW applicants in the backlog, which means 25,100 people will not have their applications approved this year.

PNP is its own stream and does not count towards the 55,900 FHS quota.

There will be new 20,000 TR2PR applications approved this year, as TR2PR is now its own stream.

The link you posted says the number is 40000 instead.

Another question, the following link says that the TR2PR program invited only 40K, but the quotas of the next two years is 40K + 32K = 72K.

I should have clarified, if you look at the link in your original post, you'll see that as of December 15th there were 20K TR2PR applications in the backlog. I meant there will be 20k new TR2PR applications approved this year, in addition to what is already in the backlog. There will be 32k new applications in 2023.

It is confusing actually.
Can we be sure that the quota of 72K in the next two years is not the backlog of the 84K invited via the TR2PR program last year?

I know the #2 annotation in the link says that the TR2PR program's intake cap is 40K, but this is the international student section only, and the program has other streams like health worker and French speaker.

It actually invited 84K in total.

The 72k quota looks very like the remaining of this 84K.
If this is the case, then NO new TR2PR invitations in the next two years.

If this is not the case, then in which row in the table is the backlog of this 84K included?

In my posted link, the backlog of TR2PR is 20K, but in the following one, it says that only 23K had been processed, meaning there were 60K backlog!

Ahhhh I did not know that the backlog only reflected people who had received an AOR and not everyone who had applied. You're right, there probably will not be any draws for TR2PR.
If I understood correctly, that TR2PR program only contributed 12k to last year's quota, is that right?

Then why invited 84K? Why let the remaining 72K consume the next 2 years' EE quotas?

The only reason why this program was created was to meet last year's 400K quota.

If only 12k was needed to achieve the goal, why invited 84K?

Isn't this elementary school math?
Why a person who cannot do elementary school math was in the position of Immigration Minister?

2022's CEC and FSW quota is 55000, 2023's is 75000.

In total it is 130000.

Now the backlog for EE is 80000 according to https://www.cicnews.com/2022/01/canadas-immigration-backlog-now-over-1-8-million-applications-0120775.html#gs.p4ngi5.

This number is sufficient for the next 1 year plus 4 months.

So there will be no FSW nor CEC draws in the next 1 year at least.

And the numbers also indicate there will be NO TR2PR in the next 2 years

I think it's going to follow that December memo where they mentioned they will resume the draws towards the middle of the year for 2023 landing.
score might be pretty high though

If they are running out of apps after 1 year and 4 months, I think they will resume draws after 1 year, leaving 4 months for new apps to come in.
That is my thought.

When do people leave the backlog? When they are approved?

Remember, there are also two months in which those receiving ITA should apply. So whatever the processing time is, you need to add two months between that and ITA.

So they should start inviting people two months earlier.

Also, there are always some backlogs, as I understand. They don't need to reach 0 to start inviting. Just clear up some of the mess.

If I am wrong, please correct me. I am trying to understand.

Also, what is happening with people's expiring Work Permits?
