My visa office requested me a RCMP is that normal since I don't live in Canada but the Netherlands ?

Have you ever lived in Canada before? That may be why they are requesting one from you but I'm not 100% certain.
No never, but I see that they used my spouses address details from Canada. They thought that I live in Canada with my spouse. But basically she lives with me in the Netherlands and we want to go back to Canada.

Think that's the reasons the they asked for it. But I sent them an E-mail and told the story above!

Yes I think that's why they have requested one from you, just let them know that your residing in the Netherlands with your spouse and that you've never lived in Canada.

CIC do their own RCMP checks, so time you've spent in Canada isn't normally relevant to that. Likely problem is that in background checking you, they came across a known Canadian criminal with same name, and need to clear that it wasn't you (eg while on holiday). Fingerprints are easiest way to do this.

Don't assume that because myCIC doesn't say 'BC in progress' that your BC isn't actually in progress.... it updates some time after anything actually happens.

It might just be a mistake on their part, but it's quite likely they'll come back again with 'no, we really mean it, we need your fingerprints'. Most people who've lived in Canada don't get asked for fingerprint checks, so the fact they've asked you for them when you've not lived there suggests it's something more than mistaken address.
