I have a URGENT query.. my parents got ecopr and have landed from India.. but there is a urgent situation where primary applicant my dad has to go India. Can he leave the country? My mom can stay here and can take his PR card to India?

Assume your parents have already landed in Canada, they can leave Canada immediately. Yes, your mom can stay in Canada and take your dad's PR card to India.
