can anyone explain me what this above line is means? the parents who are divorced do they both need to sign on consent letter?

In many countries a minor is not allowed to travel domestically or Intn'l with 1 parent or anybody else unless the unaccompanying parent or parents writes a letter of consent to prevent kidnappings. Some countries require authorization from their countries child welfare departments before they are allowed to leave the country without a parent. I don't know how it works if 1 parent has full LEGAL custody of a minor.

Not sure I understand your PP question. You submitted the minor's when they requested it in error. What does you PP have to do with it?
No first I received the minor’s PP request email and minor’s PP sent it but after a week I received email again that before minor’s pp request email that was sent by mistake.

Whose PP, yours or the minors, you are saying your PP. Do you mean yours or the minor's? That's what I asked you, what does your, you personally, PP have to do with the app?
