You have the forms correct. (There is one additional if you are currently living outside of Canada.)
Formulaire d’engagement - Catégorie du regroupement familial
Déclaration d’autorisation du garant ou du conjoint cosignataire
Demande de certificat de sélection - Catégorie du regroupement familial

Additional form required if you live outside PQ
Déclaration du garant à l’étranger - Catégorie du regroupement familial

I think it would be very helpful for you to read the guides. In the guide is says

Family member
In relation to the sponsor and the principal sponsored person:
• a spouse or de facto spouse, who must be at least 16 years old;
• a dependent child and, if applicable, that child’s dependent child.

So no you do not put wife’s family like her brothers and mother and father even if they will not come to Canada with her you would need to put her children.

Remember all the forms and answers must be done in French. If you do not speak French you may want to have someone sit with you and check them over.

i figure out that its only 2 application have to be filled, 1 for me and 1 for her and her can be in english, the 3rd aplication its for the revenue of quebec in case of i had previous marriage or me and my co signer not together

Our goal is to get it fedexed off to Canada on Monday. I am putting the finishing touches on our "reestablishment plan" as I have lived in Mexico with my spouse for over 6 years..... I dont want to leave with out him.. I have one or 2 more things to translate Then I will check over every form twice and print them out and sign them. I also need to print out our photos, I have put them in MS WORD and wrote text next to them. I will be soo happy once we send it and "we get in line" and are waiting out turn. Oh Gosh I need to pay also......

Hello, I would like to know if I'm in Mexico city when I get the Constancia de Antecedentes Registrales, can I go to Schiller and leave it there in person? or do I have to mail it?.

If I can go in person, it says attention to public for comments and applications is only monday to thursday, 0900-1100, but that their office hours are monday to friday, 0800-1600. I don't know where I qualify so I would like to know if someone took the documents in person there, what time and what happened?

Yes, you can. I actually sent them an email regarding this and they said you can drop them off at person. They're open to public Mon-Fri until 12, I think. I asked them if my parents were allowed to drop them off on my behalf and they said they may. My parents are dropping off this doc on Monday morning for me.

That's great, and good to know that there's a supposedly unwritten time limit, although I think it's gonna be that 0900-1100 Mon-Thu schedule.

That is ... such a small window.

Specially because I had planned to do everything in one sweep (going to Mexico city, pick the documents up, take them to the embassy). Doing all that in the second biggest city in the world is going to be challenging ...

The PGR office and the Canadian Embassy are actually pretty close together in Mexico City. You can look them up on google map. I would guess about 3km apart, you could walk it. Looks like a pretty nice part of the city.

I can't find a response to a previous question about military service and my husband and I have run into the same problem. A military service card is required for Mexican males requesting clearance from the PGR. What if military service was not completed? Will they accept a letter from the Military stating no service has been completed? Please help, I don't want my husband to sign up for the mexican military.

Yeah, the "cartilla militar", they accept it in PGR whether it was completed or not, however you do need the actual document saying that you at least started it at some point.

Thing is, without the military service card completed, you can't get a passport, so it's kind of important.

I read somewhere that the cartilla militar was taken off the requirements to get a passport.

Actually if you read the page it says "IV. Presentar una de las siguientes identificaciones oficiales con fotografía:" which means one of the following official IDs. the cartilla is one of 17 IDs accepted.

One does NOT need a cartilla militar anymore to get a passport.
