They have to run background on you both in Canada and your current country. For, FSW-O it is usually just one country- their current country of residence and nationality. However, for Inland applicants it is different as they only need Canadian Background data since they have already been vetted from their country of nationality before they landed.
BUT INLAND Applicants are not citizen of Canada so anyway they need background check from their country of origin and country of residence which is Canada. I guess its same. So do not know how they are doing but thats how it is.

Absolutely correct! They are not citizens, hence they need background check from their country of origin, which is done when they enter Canada on visa (student, work , etc.r), this applies to CEC Outland applicants too, but since they leave Canada, they have to be vetted again.

Did I make a mistake submitting my application in November 2018?

Congratulations to all those who received PPR. That's lightning fast. Shades of 2017 processing times :)

@SithLord I would rather see it as You have been queued up in the approval process so that till the time you receive your PPR mail, you would keep guiding and helping needy in this forum.....adding the karma points and well wishes which would push you harder towards the Utlimate destiny. We wish you a PPR mail sooner. Keep up the karma and you are almost there. :)

Congratulations to all who got their PPRs :)
