My girlfriend currently lives in Seattle WA and I live in Vancouver BC. Without us being married, is there a way for her to continue working out of Seattle, and living in Vancouver ? For reference, she is a flight attendant so would commute to Seattle to catch her trips and then return home to Vancouver BC between trips. What are the tax implications for her? Is a permanent resident application necessary in this case? Will Canada accept a US resident to live in Canada without earning an income or paying taxes in Canada ?

Short answer is no - there is no way to do this. She is only allowed into Canada as a visitor - she isn't allowed to live here. If she tries to do as you've planned, sooner or later CBSA will deny her entry into Canada and tell her she has to stop since this isn't visitor behaviour.

She needs to become a PR if she wants to be able to do this.

Btw , Vancouver is NOT her home , Seattle is
Sooner or later , even if she works for an airline , the CBSA will wonder why she is continuously arriving into YVR , staying for a period of time and then continuously leaving back to SEA
And it’s not relevant that she works for an airline, nor any tax implications,she’s not authorized to live here
And if they deny her entry , or give her an exclusion order to enter Canada , it could jeopardize her job , since inflight crew cannot have ANY hindrance on any country the airline flies into .
