Pure insanity. Why would they request them so early in the process anyway? We've been punished for someone else's incompetence...

They have a very good reason when asked why the application is talking so long "Yours can be a non routine application" I do agree that some really are and require more inputs/investigation, etc. but I also believe that this is been misused to cover incompetence.

Applied for passport in person: February 3, 2023
Expect to receive passport by the end of February 19, 2023

Same as myself. I never contacted my MP, however I contacted IRCC pointing out to a possible glitch. Got Background Check completed in December - apparently as part of a bigger wave. So either your MP helped us all, or it had nothing to do with it.
Unfortunately, I'm still waiting for the Oath invitation.
Please share your experience. How exactly did you point out to glitch ? Did you support your query with documents or just called them and expressed your thoughts ? Were you successful in it (in other words did they take a look and see what was going on) ?

What do I name the oath form itself and what is the subject line I need to use when sending it back? Do I include anything in the body or leave that blank?

Meaning: I might need to pay for them again without doing anything wrong? Also, my FP were taken on Feb 9, 2022 and received by them on March 2, 2022 - so even by that measure they are still valid.
Sorry to hear that you have to do fingerprints again, but unfortunately with IRCC's delays, that is not uncommon. I like this person's post which expressed the situation very well:

But your oath invite should come soon after they process your fingerprints. It did for this person.

Your oath invite should have instructions on what to put in the subject line. For Niagara Falls when I had my oath in September, it was "Oath form for <application number>, <your last name>"
It doesn't matter what you name the oath form, but I would suggest including your application number in the file name.

That's great that you get an in-person ceremony. Did your file get transferred to Kitchener because you moved there?

This time around, after they received my fingerprints again, it took only one they for them to be processed and my Background check was marked Complete again. Let's see how soon before the Invite arrives. Perhaps even before the two years mark?
Thank you, yes its because I moved.
Wondering if it's gonna be the same for me, I have also moved out of Toronto recently. I'm also curious whether faster processing of the latest step is because of that.
