Experienced the same. They don't like us calling them. But when you are stuck, you feel by calling them you will get some useful info. Sadly it never works that way.

I am starting to doubt if they are actually telling the truth, some things they told me about my PR renewal don't add up.
Also, it seems like if you question them for longer than a couple of minutes they just try to come up with something that you want to hear so that you'd go away.
Though they were mostly rather polite. Maybe I command more respect due to being older...
They did explain a couple things that I found confusing due to tracker and ATIP notes contradicting each other. But not sure it was worth all the annoyance I felt dealing with them.

An interesting thing happened: I just received GCMS notes that I requested in November. The notes were generated in January, but they decided to mail them last night at 2am. Maybe in a few months I'll get the notes that I requested last September.

No, getting a court hearing would have taken many months. We had to file an affidavit with the arguments though, after they didn't react to the initial letter. IRCC had 30 days to respond, so I guess they decided to actually finalize the application instead.

So, my saga is finally over.
I applied in June 2021, started getting very concerned about no progress for a year this February, and tried to get any substantial update from IRCC. I tried all means: calls, webforms, MP, ordering GCMS notes.
In early June I gave up and filed mandamus; my file started moving right away, and I had an oath within 2 months.
During that time my PR card also expired, and the new card only arrived after I had the oath scheduled, also with a major delay in processing.
I should be able to pick up my passport on Monday.
