I have checked other forums and was shocked to know that there are applicants who submitted as late as February still no response from CIC. So if it got beyond 6 months it's their new normal I presume. It's crazy others got their PR in less than 6 months while others go way beyond! Christmas is just around the corner so will expect more delays..
As per IRCC's 2019 annual report the avg. processing time for FSW was 9 months and CEC was 7 months. And this was pre-COVID.

How long did it take to process an Express Entry application?
Table 35 displays the time, in months, that IRCC took to process 80% of applications under each program. In 2019, IRCC did not meet the processing standard of finalizing 80% of all applications sourced via Express Entry within six months. The processing time for Express Entry, overall, was eight months. As an alternative measure of processing times, 60% of applications finalized in the 12-month period ending on December 31, 2019, were completed within the six-month service standard.

Good morning, I have read that quite a few people have received their COPR from outland. I might be wrong.
I think it might be with the VO. Most of the CEC applications are in VO-Ottawa and it turn to be slowest. The Outland applications approved from VO-Sydney. Unless the officers in Ottawa started working on CEC there wont be any improvement...

There are may CEC from July and August got approved from Ottawa too. But I agree that Ottawa is much slower compared to Sydney.

My friend my primary VO is sydney and secondary Ottawa, but haven't seen any movement for more than a month. I think they both are same, specifically my eligibility is recommended pass for 3 months now but no officer have even touched it and I am about to complete my 6 months mark. timeline in signature

Based on the PPRs issued recently, Sydney is much faster than Ottawa for outland. My eligibility is passed by an agent at Sydney and no movement at all once it was moved to Ottawa. My criminality is not started even though I finished biometrics in August.

I’m still waiting for my damn biometrics to update to completed, which they haven’t, so despite being exempt I booked in to SC and getting them done (again) tomorrow.
