Here is the update and timeline that might help someone.

Two Refusals received previously for Study Permit-SDS Category from India, refusal was in Oct 2021 and second one in Feb 2022.
Reason for refusal on GCMS was just one: Low grades in some courses during the last years of uni.

Lawyer sent email for settlement to DOJ lawyer: 18 March 2022
Received settlement on : 25th March 2022
Discontinuation Notice File: 30 March 2022
Application reopened on : 12 May 2022
Additional document request : 12 May 2022
Document Submissions : Currently compiling documents to be sent today hopefully-May 18, 2022)

So it was expired, you did not submit and they didn't ask for it. I am wondering why they did not ask for new LOA.
Yes, my LOA had already expired on 1st Dec 21. I noticed it just now when you asked.
I mailed my DLI yesterday to send me a new LOA.
I don't know how they work. I have made my peace with it. Tried to stop second guessing them a long time ago.
You are giving them too much credit that they actually went through my file and noticed in the first place that my LOA was expired :). If it were true then my application would have been approved the first time.

You are giving them too much credit that they actually went through my file and noticed in the first place that my LOA was expired :). If it were true then my application would have been approved the first time.
They are unpredictable. People are getting PPR in 5 days (not JR but SDS application), not enough time for any officer to go through supporting documents and verify the information. And some applications take months with a refusal in the end, so there seems to have no pattern, the trend keeps changing that's why we try to learn about current trends.
