It's going to depend upon the province.

In the case of Ontario - no. I called them to confirm this. Implied status is not sufficient for the eligibility class for people with work permits. You need an actual valid work permit, or to be part of some other group that is eligible (for example, those people who have been approved in principle for permanent residency).

Once you receive the new permit, apparently if the remarks read "restored" or "implied", then there is no waiting period, and the new card is valid retroactively from the expiry date of the old one. I don't know whether BOWPs have this remark, though.
 
What do you mean approved in principle? My CEC is in progress and I have also completed medicals. What information would they require? I am in Ontario.
 
From the Ontario health ministry site (emphasis added):

You may be eligible for the Ontario Health Insurance Plan (OHIP) if you are included under one of the following categories:

...
you have submitted an application for permanent residence in Canada, and Citizenship and Immigration Canada has confirmed that you meet the eligibility requirements to apply for permanent residence in Canada

So you will be able to use either your AOR or your BOWP to get back on OHIP - assuming of course that they recognize an AOR as a confirmation from CIC that you meet the eligibility requirements for permanent residence.

Although the AOR will arrive first, you probably have to go through the three-month waiting period again (I plan to enquire about this when my AOR comes).

The BOWP will arrive later but you may not have to wait the three months (see my earlier post).
 
So I called them - they could not tell me definitively if an AOR would be accepted as a confirmation of eligibility, and that I should take the AOR to a ServiceOntario office, where the clerk would make that decision.
