I landed on April 8, 2014 and did not apply for the PR card immediately as an officer said I had to live in Canada in order to do that (and be able to receive the card in person). The officer also advised me to apply when I come back to Canada permanently. So, I arrived on April 1, 2017 and applied immediately for the first PR card. As the average waiting period has passed, I contacted Call Centre to find out about the status of my application. An agent told me that the application is in the system but it is in a frozen state (did not ask her about precise meaning of that). She advised me to reapply with an 'urgent' mark on an envelope and explanations of why I don't have the card for such a long time (the case with the officer at landing). I did reapply but now I do not know what to expect...
1) Do you know what a frozen state could mean? If I didn't call to the Centre, would that state last forever, without getting back to me regarding the status of my application from the side of CIC?
2) Can I expect that my case will be resolved with second application, where explanations are provided? Should I take some action in the meantime?
3) Is there a chance that I will be refused the issue of the PR card? According to CIC website, I did everything perfectly correct (although my case may seem outstanding), but may be I am missing something.
